When videos play embedded in my IE10 browser via Adobe Flash Player, I often get message/error windows as shown in:

Clicking either of the Allow/Deny buttons only works (makes the error/warning message box disappear so I can see everything within the frame of the video) about 10-20% of the time. The other 80-90% of the time, the error/warning message box remains in perpetuity.
a) What is the root cause nature of the "requesting permission to store information on your computer" query?
and
b) How/where do I change an Adobe Flash Player Preferences/Options setting to universally adjust how all future occurrences of this problem will be handled?
