Government mandate for static IP says ISP? WHAT? Confused!

I spend time in the online community called Second life (I'm a performer there). A friend of mine has been having major troubles the last few weeks logging in, and teleporting around from one sim to another in this world. In general, Second Life is referred to as "gaming" even though it's not like WoW or other MMORPG games where you fight and have battles and such.

Now, like i said, my friend has only had this problem within the last month. Finally today she was able to talk to the internet guy (yes, just ONE guy in charge of internets in her small texas town). What he said was:

It's a government mandate that came out that says that all gaming sites, including SecondLife needs a static IP address. This includes WoW and those types of games, xBox live as well. ANY gaming site is requiring a static IP address.

Is this TRUE? or BS?

From what i understand, static IPs are needed for hosting game servers and such. But for just playing, for logging in to the game, do you really need a static ip? My friend isn't hosting a server or anything, just logging in via a Second Life viewer (browser).

With the recent overruling of net neutrality, is this just an example of how it's going bad now? How it is going to be? Charging my friend more for that static IP, when it's just data that she already pays for? Am i understanding this incorrectly? Is this issue related to net neutrality or am i confusing the issue? Help if you can!
