Chrome will not download?

Hi. I think I know the answer, but...
I repaired Win XP before the other week when I also downloaded updates for it.
Now I cannot download Chrome. IE gives a message that it is not possible to do that.
I have run many different anti-virus, rootkit, malware, spyware, et cetera programs.

Are they still missing something? Is there any valid reason for IE not to allow a download of Chrome?
