new motherboard and processor

I just finished installing a new mother board and CPU. Intel MOB with a older first generation I5. Also new memory. What has me stumped is that when I turn the computer on it comes on then shuts off and will cycle on and off.
Power supply was running another computer until I got the new PS installed. I tried everything else I know to do anyone have a suggestion. Thanks in advance
